HIM Operations Release of Information (ROI) Manager

ABOUT THE ROLE

Our Client is seeking a HIM Operations Release of Information (ROI) Manager to provide leadership and oversight for the daily operations of ROI services within a multi-facility, academic healthcare environment in Baltimore, MD. Reporting to the Director of HIM Operations, this role ensures the timely and compliant processing of medical record requests from a variety of stakeholders, including patients, healthcare providers, legal entities, insurance companies, law enforcement, government agencies, and internal departments. The Manager is responsible for monitoring productivity and quality of staff and vendor services to support patient safety, timely billing, regulatory compliance, and superior customer service. This position also serves as the Privacy Liaison under the direction of the organization’s Privacy Office, conducting privacy assessments, reporting findings, and responding to investigations or complaints in accordance with state and federal regulations. The ideal candidate will have a bachelor’s degree in Health Information Management or equivalent experience, an RHIA credential, proven leadership in HIM ROI operations, and strong knowledge of compliance requirements, workflow development, and electronic medical records systems. This role requires excellent leadership, communication, and customer service skills, with a focus on continuous improvement and collaboration across departments.

WHAT YOU’LL DO

  • Oversee daily operations of Release of Information (ROI) services, ensuring compliance with HIPAA, state and federal regulations, and accrediting standards
  • Supervise staff and vendor performance, maintaining productivity, quality, and turnaround time standards
  • Serve as the primary hospital contact for ROI-related inquiries and collaborate with Legal, Privacy, HIM, Nursing, Administrative, and other internal departments to support organizational goals
  • Conduct privacy assessments, provide reports to the HIPAA Privacy Officer, and respond to investigations from regulatory agencies and address patient privacy complaints
  • Develop and implement efficient workflows, performance monitoring, and accountability programs to ensure operational excellence
  • Lead hiring, termination, corrective action, and performance review processes for ROI staff and supervisors
  • Assist with HIM Operations budget planning, monitoring, and vendor contract management
  • Support system implementations, upgrades, and training initiatives to ensure optimal operations and staff competency
  • Promote a culture of collaboration, customer service, and continuous improvement across HIM Operations
  • Ensure compliance with regulatory and accrediting requirements related to managing health information, collaborating with Information Services, Legal, and Compliance departments
  • Manage staff performance, workflow efficiency, and compliance with policies and regulations

WHAT YOU BRING

  • Bachelor’s degree in Health Information Management (HIM) required, or equivalent experience (two years of HIM leadership experience for each year of education, up to eight years)
  • RHIA credential required
  • Proven leadership experience in HIM Release of Information operations
  • Experience managing multi-facility or shared services HIM operations preferred
  • Strong knowledge of HIPAA, Joint Commission standards, and state/federal regulations
  • In-depth knowledge of HIM operations, compliance requirements, and revenue cycle management
  • Demonstrated skills in team-building, process improvement, and staff development
  • Proficiency with electronic medical records systems, Microsoft Excel and Word; Epic HIM modules preferred
  • Excellent leadership, communication, collaboration, and customer service skills
  • Ability to develop efficient workflows, train staff, and resolve operational issues
  • Experience in budget planning, monitoring, and vendor contract management
